Asphalt Milling and Paving

Background

The Commonwealth of Virginia, County of Caroline, is seeking bids for an annual contract to provide Asphalt Milling and Paving Services. The County's Department of Public Works is responsible for overseeing this contract, which aims to maintain and improve local infrastructure through qualified asphalt repair and replacement services.

Work Details

The contractor will be responsible for the following services: 1. Full Depth Replacement on Lewis Memorial Drive (Approx. 3,750 SY): Remove all asphalt, fix stone base as needed, and replace with 4.5 inches of compacted asphalt per specifications. 2. Employee Parking Area (Approx. 7,000 SY): Mill 2 inches and install a 2-inch compacted overlay per specifications. 3. Maintenance Facility Area (Approx. 1,400 SY): Edge mill and install a 2-inch compacted overlay per specifications. 4. Pavement Markings: Repaint all markings and document layout prior to commencement of work. 5. Millings Reuse: Spread suitable asphalt millings on an existing gravel service road and stockpile unsuitable millings on-site. 6. Tack Coat: Apply tack coats where applicable according to VDOT standards.

Period of Performance

The contract will be completed within 120 calendar days from the date of award.

Place of Performance

The work will be performed in Caroline County, Virginia, specifically at designated locations including Lewis Memorial Drive, employee parking areas, and maintenance facility areas.

Bidder Requirements

Bidders must attend a mandatory pre-bid conference on May 4, 2026, at the Caroline Detention Center to qualify for bidding. Bids must include company information, completed bid sheets, schedules for completion, detailed descriptions of materials and methods used, references for similar projects, and copies of applicable business licenses.
