Background

Pierce County is soliciting qualifications from firms to conduct a comprehensive corridor study for an alternative roadway alignment between South Hill and SR 162. The goal of this project is to alleviate traffic congestion, enhance connectivity for integrated land use, and improve mobility for east-west traffic in the Orting Valley area. The project is currently funded with local County Road Funds, with potential federal funding anticipated in the future. The Office of the County Engineer is specifically requesting engineering, environmental, geotechnical, public involvement, and design services to evaluate feasible corridor alternatives and recommend a preferred alignment suitable for documentation in a programmatic State Environmental Policy Act (SEPA) Environmental Impact Statement (EIS).

The selected consultant will perform a multidisciplinary evaluation of arterial roadway alignments involving:

Existing Conditions Assessment

- Geometric and alignment considerations for up to 6 different alignment options including Military Road East, 128th Street East, and 144th Street East - Traffic analyses and modeling - Geotechnical considerations - Environmental Review and Planning-Level Analysis including: development of a programmatic SEPA EIS; identification of environmental constraints (wetlands, streams, critical areas); floodplain considerations; cultural resources; tribal coordination; cumulative impact considerations; regulatory permits identification; documentation structured to meet FHWA PEL standards. - Right-of-Way and property acquisition considerations - Structural considerations including retaining walls - Hydraulic and drainage considerations - Traffic intersection control and illumination considerations - Utility coordination and relocation considerations - Constructability considerations - Project sequencing and staged construction considerations - Construction cost estimates - Long-term maintenance and preservation considerations - Multimodal accommodation/viability considerations including connectivity with the Foothills Trail - Alternative evaluation and recommendation - Public outreach and stakeholder engagement in partnership with Pierce County’s Communications team.

Period of Performance

The initial contract period is anticipated to be for 24 months with an option to renew for an additional three years after the initial contract execution.

Bidder Requirements

Consultants must demonstrate experience in similar projects. They should provide a comprehensive organizational chart identifying participation of Minority, Women, and Veteran owned businesses (MWV). Additionally, they must submit a letter of interest signed by the principal professional leading the project effort, include resumes of key personnel assigned to the project, outline their approach to the work including capacity and availability, provide references from similar contracts/projects within the last ten years, and acknowledge any addenda issued via the County's eProcurement Portal.
