Job Order Contract for Slurry & Paving Services

Background

The County of Orange, OC Public Works, is seeking proposals from qualified firms for a Job Order Contract (JOC) for Slurry & Paving Services. The goal of this contract is to provide repair, remodel, or other repetitive work related to slurry and paving services, excluding new construction. The County aims to select a contractor that can meet the requirements outlined in the solicitation and deliver quality services efficiently.

Work Details

The contract involves providing slurry and paving services through a Job Order Contract (JOC), which is a competitively bid, firm fixed-priced indefinite quantity contract. The work will be ordered through the issuance of Job Orders against the JOC and shall not include design or contract drawing services. Contractors must submit two adjustment factors: one for work performed during Normal Working Hours and another for work performed Other than Normal Working Hours. The successful contractor will utilize an online Construction Task Catalog that contains pre-priced tasks for construction work.

The contract period will commence upon award and is expected to last until June 2, 2026, with specific task orders issued as needed throughout this timeframe.

Place of Performance

The services will be performed at various locations within Orange County, California.

Bidder Requirements

Bidders must be pre-qualified and possess a valid Class A or C-12 Contractor’s license issued by the California State Contractor’s License Board. They must also be registered with the Department of Industrial Relations (DIR) at the time of submission. Bidders are required to provide bid security equal to ten percent (10%) of the total contract amount by certified or cashier's check or an original bidder's bond. Additionally, bidders must comply with labor compliance requirements and submit a Campaign Contribution Disclosure Form.
