Background

The Virginia Department of Behavioral Health and Developmental Services (DBHDS) is seeking information through this Request for Information (RFI) to analyze the cost, procedures, and challenges associated with implementing a new Enterprise Electronic Health Record (EHR) system for its twelve facilities. The goal is to support a potential future Request for Proposal (RFP) aimed at enhancing the delivery of clinically sound and efficient care across DBHDS-operated facilities. DBHDS operates various behavioral health inpatient and residential facilities that provide intensive services for individuals with mental illness, substance use disorders, and developmental disabilities.

Work Details

DBHDS is looking for certified EHR solutions that can support the full clinical, operational, forensic, and residential care needs of its twelve state-operated facilities. Key requirements include: - A modern, scalable architecture suitable for inpatient psychiatric care and long-term care. - Integration capabilities with existing systems and data exchange protocols (e.g., FHIR, HL7). - Comprehensive clinical documentation tools tailored for behavioral health. - Features supporting patient engagement, crisis management, medication management, telehealth services, and interoperability with external systems. - Analytics and reporting capabilities to monitor performance metrics. - Security measures ensuring compliance with HIPAA and other regulations.

Period of Performance

The RFI was issued on April 17, 2026, with responses due by May 22, 2026. The timeline for implementation will be determined based on subsequent procurement processes following this RFI.

Place of Performance

The contract will be performed across twelve facilities operated by DBHDS in Virginia.

Bidder Requirements

Suppliers responding to this RFI should have demonstrated experience in implementing EHR systems in state-run behavioral health environments. They must provide an overview of their EHR's design history and address how they plan to transition from a dual-system environment to a unified EHR across multiple facilities.
