Northwest Open Access Network (NoaNet) is a mutual non-profit corporation established to facilitate broadband expansion in rural Washington State. The organization aims to enhance economic development opportunities through the deployment of broadband technology. This RFQQ seeks qualified engineering and consulting firms to provide professional services for BEAD-funded broadband expansion projects across Washington State, specifically focusing on Fixed Wireless Access (FWA) and Fiber-to-the-Home (FTTH) telecommunications systems.
The selected engineering firms will be responsible for providing a range of professional services including: environmental assessments (NEPA & NHPA compliance), permitting, detailed design and construction drawings for both middle-mile and last-mile network infrastructure, network deployment, marketing, construction management, fulfilling all federal and state regulatory requirements, producing as-built drawings of project facilities, and project closeout activities including inspection and testing of materials. The projects will involve constructing buried and aerial fiber middle-mile routes, last-mile Passive Optical Network (PON) distribution infrastructure, and ancillary facilities for Points of Presence (POPs). FWA construction will include installing Base Nodes (BN), cabling, and ground equipment with certified installers required for activation of CBRS FWA equipment.
The overall project is expected to commence with detailed design in Calendar Year 2026, followed by a projected 48-month window for construction completion.
The contract will be performed throughout Washington State.
Firms must be licensed in the State of Washington and are encouraged to be Small, Minority, Women-owned Business Enterprises (WMBE), Veteran-Owned businesses, or labor surplus area firms. All proposers must comply with applicable federal and state laws including the Build America, Buy America Act. Engineering firms must also be registered, bonded, and insured as per RCW 39.08. Additionally, all responses must include a certification regarding debarment and suspension from SAM.gov.
