Background
The County of Volusia is seeking proposals for a Contractor to manage and operate the parking facilities at Daytona Beach International Airport (DAB). The goal of this Request for Proposals (RFP) is to procure a modern Parking Access and Revenue Control System (PARCS) that can handle cash, credit card, and debit card transactions, as well as validations and pre-paid reservations. The current system, installed in 2015, lacks several desired features. The Contractor will also be responsible for providing exceptional customer service and managing all aspects of parking operations.
Work Details
The Contractor will be responsible for the following services: - On-site management of all parking facilities at the Airport, 24/7. - Management of special events where attendees park at the Airport. - Collection of gross revenues from public parking facilities and daily deposits into County accounts. - Operation of existing PARCS and the new PARCS after installation. - Maintenance of existing PARCS hardware and software up to Level 1 maintenance. - Provision of staff, vehicles, and equipment necessary to deliver the scope of work. - Preparation and delivery of financial and operational reports related to public parking operations. - Ensuring customer experiences align with County goals. - Procurement and management of the installation of a new PARCS.
Period of Performance
The contract will have an initial term of five years with an option for one additional five-year renewal.

Bidder Requirements
Contractors must submit requests for equivalent equipment for approval no later than fourteen days prior to the closing date of this solicitation. Proposals must include acceptable PARCS equipment as identified by the County; non-approved equipment may lead to disqualification.
