Background The Base Realignment and Closure Program Management Office (BRAC PMO) is responsible for overseeing the Department of the Navy's implementation of base realignment and closure decisions. This includes managing the closure, realignment, and disposal of U.S. Navy and Marine Corps bases, as well as cleanup efforts. The BRAC PMO operates from multiple locations including Washington D.C., Philadelphia, Charleston, San Diego, and San Francisco. The goal of this contract is to provide non-personal technical, administrative, and program support services to assist the BRAC PMO Environmental Program. Work Details The contractor will provide a range of services under this Performance Work Statement (PWS), including: 1. **Program and Project Management**: Manage resources for technical support in areas such as CERCLA/RCRA Engineering, Financial Management, Facilities Management, Administration, Data Analysis, Website Analysis, and Real Estate. 2. **Management Plan**: Develop a management plan addressing personnel recruitment, performance monitoring, task coordination, training processes, and travel approvals. 3. **Transition Period/Orientation**: Conduct knowledge transfer activities during the transition period at the beginning and end of the contract. 4. **Technical Support Services**: Provide qualified personnel for various roles including CERCLA/RCRA Engineering Support (4 positions), Financial Program Specialist (1 position), Facilities Management Support (2 positions), Administrative Assistant II (2 positions), with potential for additional roles as needed. 5. **Deliverables**: Monthly Status Reports documenting progress and issues encountered; Final Report summarizing objectives achieved at the end of each performance period. 6. **Options**: The government reserves the right to exercise optional work elements for additional support services throughout the contract period. Period of Performance The contract includes a base period of 12 months with four optional 12-month periods. The first month will be dedicated to transition activities. Place of Performance Services will be performed at various locations including Washington D.C., Philadelphia PA, Charleston SC, San Diego CA, and San Francisco CA.
