This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. Pursuant to 48 CFR Part 326, Subpart 326.603-3 and IHM 5.5-6, Indian Health Service must use the negotiation authority of the Buy Indian Act, 25 U.S.C. 47, to give preference to Indian Economic Enterprises (IEE) whenever the use of that authority is authorized and practicable. The Government is seeking to identify businesses capable of performing the below Indian Health Services (IHS) requirement. Any vendor responding to this notice should submit their capability statement. Instructions for submission are outlined below. Indian Small Business Economic Enterprises (ISBEEs) and other small business are highly encouraged to respond to this notice. However, firms should understand that generic capability statements are not sufficient for effective evaluation of their capacity and capability to perform the work required. Responses must directly demonstrate the company's capability, experience, and ability to provide PACS Eye Care System for the Lawton Indian Hospital in Lawton, OK. The Government requests interested parties submit a written response to this notice, which includes: a. Company Name. b. Company Socioeconomic Status. c. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published on a government GPE. Background The Indian Health Service (IHS), a federal agency within the Department of Health and Human Services, is responsible for providing federal health services to American Indians and Alaska Natives. The mission of IHS is to enhance the physical, mental, social, and spiritual health of these populations by ensuring comprehensive, culturally acceptable personal and public health services are accessible. The Lawton Service Unit, which includes the Lawton Indian Hospital, Anadarko Indian Health Center, and Carnegie Indian Health Center, is seeking to procure an Eye Care Picture Archiving and Communication System (PACS) to modernize ophthalmic imaging workflows and support clinical decision-making. Work Details The contractor shall provide all software licenses, connectivity modules, interfaces, installation services, configuration, testing, and training required to fully deploy an Eye Care PACS solution compatible with PATH EHR. Specific tasks include: - Configuring DICOM Modality Worklists for connected devices; - Establishing bi-directional HL7 communication with PATH EHR; - Connecting all supported ophthalmic instruments; - Storing and managing ophthalmic imaging data; - Supporting real-time post-processing of raw data; - Allowing manipulation of historic visual field and OCT data; - Displaying FDA-cleared ZEISS clinical analysis modules; - Providing multi-site data access with role-based permissions; - Enabling data export as required; and - Supplying all necessary operator and service manuals. Additionally, the contractor must install PACS at required sites (LIH, AIHC, CIHC), provide user acceptance testing and live validation, deliver training for clinical and technical staff, offer a one-year connectivity service plan coverage, and ensure remote and on-site support with a maximum 48-hour response time. Period of Performance The base year period of performance will be 12 months from the date of award with four optional years of 12 months each. Place of Performance The contract will be performed at the Lawton Indian Hospital in Lawton, OK; Anadarko Indian Health Center in Anadarko, OK; and Carnegie Indian Health Center in Carnegie, OK.
