Background

The Department of Labor and Workforce Development, Division of Vocational Rehabilitation, Business Enterprise Program (BEP), is seeking proposals to operate a Full-Service Grill & Espresso Beverage Concession business located inside the Nesbett State Courthouse in Anchorage, Alaska. The BEP aims to provide employment opportunities for individuals who are legally blind and/or significantly disabled, consistent with the Alaska State Chance Act.

Work Details

The contractor will be responsible for operating, managing, and maintaining a Full-Service Grill & Espresso Beverage Concession business. This includes providing quality coffee/espresso beverages and food services such as 'Grab and Go' items, soups, snacks, fresh sandwiches, and catering services for special events. The contractor must submit a sample menu with their proposal. The BEP expects a 10% share of gross revenues from the concession. Additionally, the contractor is responsible for janitorial duties in the food service area, maintaining cleanliness and compliance with health regulations. Hours of operation are expected to be from 7:00 a.m. to 3:00 p.m., with specific provisions for holidays and emergency closures.

Period of Performance

The contract will commence on approximately July 1, 2026, and will last for approximately 365 days until June 30, 2027.

Place of Performance

The work will be performed at the Nesbett Courthouse located at 825 W. 4th Avenue, Anchorage, Alaska.

Bidder Requirements

Offerors must have a minimum of 3-5 years of experience running a full-service food or beverage shop. They must comply with all applicable laws including the Alaska Administrative Code regarding food safety. Additionally, all staff must be ServSafe certified or compliant with Alaska Food Code regulations.
