This is a pre-solicitation notice of a proposed contract action for the Fence to Fence Environmental Services for Grand Forks/Ellsworth/Minot AFB/Offutt (GEMO) Air Force Bases. The contractor shall provide environmental services to support one or more of the following programs: Environmental Compliance Support; Air Emissions Inventory (AEI) Data Management; Recordkeeping, Title V; Reporting, Emergency Planning and Community Right-to-Know Act (EPCRA); Installation HAZMAT Management Program Manager (IHMP) Support; Hazardous Waste (HW) Management Support; HW Management Plan Update; Recycling, Hazardous Waste; Recycling, Other Regulated Waste; Sampling, Analysis and Monitoring (SAM); Plan Update, Spill Prevention Control and Countermeasure (SPCC) Recertification / Facility Response Plan (FRP) Resubmission; Stormwater Reports, Other; Stormwater Inventory Update; National Pollutant Discharge Elimination System (NPDES) Reporting; and Environmental Management System support, as needed/regulated by state or region. Technical support for EESOH-MIS, including user management, training, and data reporting. 3. Conducting annual compliance Site Assistance Visits (SAV) at hazmat storage facilities, providing follow-up visits if deficiencies are identified, and submitting monthly reports detailing activities. 4. EPCRA data management and reporting, including creating reports from EESOH-MIS for regulatory compliance. 5. Environmental sampling and analysis according to DoD standards, including monitoring various media such as water and air emissions. 6. Support for hazardous waste management in compliance with federal regulations, including waste characterization sampling and reporting. 7. Air quality monitoring and compliance assessments under the Clean Air Act, including recordkeeping and permit management. 8. Development of Environmental Action Plans (EAPs) to minimize environmental impacts at the installations.
