CMGC Pre-Construction Services: SpCk Dam Rehabilitation Project

Background

The Spring Creek Dam Rehabilitation Project is initiated by Colorado Parks and Wildlife (CPW) as part of their ongoing efforts to ensure dam safety and extend the service life of critical infrastructure. The project aims to address significant safety concerns related to the dam's operations, including seepage issues and the deterioration of spillway structures. The selected contractor will provide Construction Manager/General Contractor (CMGC) services, facilitating collaboration between CPW, design engineers, and other stakeholders throughout the project's phases.

Work Details

The contractor will be responsible for a range of services during the Preconstruction Phase, including: 1. Design Review: Comprehensive review of existing plans and current designs to ensure constructability and compliance with safety standards. 2. Cost Opinions: Development of a transparent cost model that includes labor, materials, equipment, and subcontractor quotes. 3. Schedule Preparation: Creating preliminary construction schedules and phasing alternatives to support development of Opinions of Probable Construction Costs (OPCCs). 4. Risk Management: Participation in risk assessments to identify potential risks and develop mitigation strategies. 5. Meetings: Regular participation in Integrated Project Team (IPT) meetings to foster collaboration and communication among all stakeholders. 6. Deliverables: Monthly reports on project progress, risk management updates, and other required documentation as specified by CPW.

Period of Performance

The Preconstruction Phase is expected to commence in September 2026 and continue through May 2027. The subsequent Construction Phase is anticipated to begin around June 2027 and conclude by October 2028.

Place of Performance

The project will take place at Spring Creek Dam located within the Gunnison Ranger District of the Grand Mesa, Uncompahgre, & Gunnison National Forest in west-central Colorado.

Bidder Requirements

Contractors must demonstrate experience with heavy civil construction projects, particularly those involving dam rehabilitation. They must also meet minimum safety qualifications and possess knowledge relevant to managing risks associated with construction in environmentally sensitive areas. Contractors are required to perform at least 90% of the Preconstruction work with their own staff, excluding specialized services.
