Background The Phoenix VA Healthcare System (PVAHCS) is seeking to enhance access to care for veterans, particularly those in rural areas or with mobility issues, by providing portable home sleep apnea testing. This initiative aligns with the agency's mission to improve healthcare delivery and patient outcomes while minimizing unnecessary risks associated with in-person procedures. The contract aims to facilitate home sleep testing as a viable alternative to traditional face-to-face medical evaluations. Work Details The contractor will provide type III home sleep study testing devices through a mail order service to veterans. Key tasks include: 1) Preparing and shipping home sleep testing devices per provider instructions; 2) Offering phone support for device usage on test days; 3) Facilitating data upload from the device after use; 4) Uploading test results to a cloud-based server compatible with the VA National Somnoware program for physician evaluation. The devices must measure at least six channels including respiratory effort, airflow, heart rate, oximetry, snore, and actigraphy. The contractor is responsible for timely mailing services, 24/7 customer support, and ensuring all equipment is maintained and cleaned as necessary. Monthly itemized invoices must be submitted for completed tests. Period of Performance The contract will commence on July 1, 2026, and run through June 30, 2031, with options for extension based on performance evaluations. Place of Performance Services will be performed primarily at the homes of veterans within the jurisdiction of the Phoenix VA Health Care System.
