Sandy City is seeking qualified consultants to conduct a comprehensive feasibility analysis and needs assessment for a proposed Police Department Public Safety Headquarters. The goal of this contract is to evaluate the operational, spatial, and financial feasibility of constructing or redeveloping facilities to meet the current and future needs of the Police Department.
The selected consultant shall: 1. Evaluate potential project locations, including: - The 'Justice Campus' site, including the parking lot west of City Hall and the existing Justice Court Building; - The existing Arbor Building (126 W. Sego Lily Drive); - A combination of these sites; - Additional locations identified by the City or consultant, if warranted. 2. Conduct a detailed space needs assessment and growth analysis, including verification of the preliminary 47,000-square-foot facility recommendation and projected operational needs through 2028 and beyond. 3. Prepare site-specific feasibility evaluations for each location, including: - Operational suitability; - Site constraints and opportunities; - Conceptual facility layouts and design options; - Comparative analysis of alternatives. 4. Develop conceptual-level construction and project cost estimates for each alternative, including building construction, renovation, site improvements, infrastructure, furnishings, technology, and specialized public safety equipment requirements. 5. Provide recommendations regarding the preferred alternative based on operational efficiency, cost effectiveness, long-term growth capacity, and implementation feasibility. The consultant shall coordinate with City staff, stakeholders, and the Police Department throughout the process and provide final deliverables suitable for review by the City Council and the public.
Consultant selection and funding authorization by June 9, 2026; completion of the feasibility analysis by December 31, 2026.

Proposers must submit a Certificate of Insurance to verify they carry insurance in specified amounts as outlined in Exhibit A attached to the RFP. Proposers must also be properly licensed to conduct business within the scope of this RFP in the State of Utah.
