On-Call Diving Services for the Middle Fork Project

Work Requested

Placer County Water Agency (PCWA) is seeking proposals from qualified firms to provide On-Call Diving Services for the Middle Fork Project, which supports the Agency's power system. The scope of work includes: - Providing consultation services related to diving operations - Performing both scheduled and unscheduled/emergency diving services - Furnishing all necessary labor, equipment, tools, materials, parts, service, and supervision required to deliver diving services All services will be provided on a time-and-materials basis throughout the Agency's power system, which is located in Placer County, CA, spanning from Foresthill to French Meadows and Hell Hole reservoirs within the Tahoe and Eldorado National Forests.

Background

The Agency's power system requires ongoing and emergency diving services to support its operations. The Middle Fork Project covers a wide geographic area, including critical infrastructure in remote locations. This contract is intended to ensure the Agency can respond promptly to both routine and urgent needs.

Contract Requirements

- The Contractor must possess valid certifications from the Association of Diving Contractors International (ADCI). - The contract will be awarded on a time-and-materials basis. - The anticipated contract term is five (5) years. - The total contract amount will not exceed $1,000,000, which may be allocated between one or multiple selected contractors at PCWA's discretion. - The contract amount is based on historical spending, but there is no guarantee that any or all funds will be expended during the contract's life, as work will be scheduled as needed.

Submission instructions are detailed in the Request for Proposal Documents. Proposals must be received before 4:00 p.m. on Wednesday, June 10, 2026. There will be no public opening of proposals.
