Health Care Services for the Ocean County Department of Corrections

Background

The Ocean County Board of Commissioners is seeking proposals from qualified vendors to provide healthcare services for the Ocean County Department of Corrections. The goal is to establish a high-quality healthcare delivery system for adult detainees at the Ocean County Jail, located at 114 Hooper Avenue, Toms River, NJ. The contract will last for three years and four months, with an option to renew for an additional year. The successful vendor must comply with NCCHC and NJDOC standards and maintain accreditation throughout the contract period.

Work Details

The vendor will be responsible for providing comprehensive healthcare services including: 1. Clinically necessary medical, dental, and psychiatric services on-site. 2. Maintaining NCCHC accreditation and compliance with NJDOC standards. 3. Establishing a site-specific healthcare model with clear objectives and ongoing quality assurance audits. 4. Providing substance abuse treatment services and counseling programs in cooperation with relevant agencies. 5. Maintaining accurate medical records using Sapphire Electronic Health Record (EHR). 6. Providing infectious disease control and reporting to the Ocean County Department of Health. 7. Operating a 24/7 healthcare program consistent with detainee rights. 8. Ensuring collaboration with OCJ personnel and implementing cost-saving measures.

Period of Performance

The contract will commence on September 1, 2026, and continue through December 31, 2029 (40 months), with an option for a one-year extension until December 31, 2030.

Bidder Requirements

Vendors must have experience in correctional healthcare services in facilities of 400 beds or larger. They must demonstrate satisfactory recruiting capabilities for clinical staff and provide key personnel resumes as part of their proposal. Vendors are required to submit various documents including:
