Dane County is soliciting applications from organizations interested in operating a program to benefit low- and moderate-income residents of the Dane County Urban County Consortium. Funding is expected to be available under the HUD-funded Community Development Block Grant (CDBG) program. The primary emphasis for this RFP is on projects focusing on job training assistance, social/community services, case management, emergency assistance, crime awareness/prevention, transportation, childcare, and youth programming. Annually, Dane County can use up to 15% of the CDBG allocated funds toward Public Service type projects. The maximum amount of funding for the Public Services project area in 2027 is approximately $165,000, and it is expected that multiple applicants will be funded in this category.

Work Details

Organizations are invited to submit proposals for programs that provide services such as job training assistance, social/community services, case management, emergency assistance, crime awareness/prevention, transportation services, childcare programs, and youth programming. The minimum funding request per application is $5,000 and the maximum is $35,000. Projects must be implementation-ready by the first quarter of 2027 and must address one of the funding priority areas established by the CDBG Commission.

Period of Performance

The contract will be effective upon execution and will run for one year with an option to renew for four additional one-year periods. Projects must be ready to begin implementation by Quarter 1 of 2027.

Place of Performance

Services must benefit low- and moderate-income residents within the Dane County Urban County Consortium.

Bidder Requirements

Eligible applicants include non-profit agencies with 501(c)(3) designation and units of local government. Applicants must meet specific eligibility requirements including having a Language Access Plan and an Appeals Process/Policy. Agencies must also be registered entities in good standing with the Wisconsin Department of Financial Institutions.
