Pinelands Park Landfill Post Closure Activities

Scope of Work

The contract requires the ongoing post-closure monitoring and maintenance activities at the Pinelands Park Landfill. The selected contractor will be responsible for: - Conducting all required post-closure monitoring as stipulated by regulatory authorities - Performing maintenance activities necessary to ensure the integrity and compliance of the landfill site - Adhering to all applicable environmental and safety standards throughout the contract period

Requesting Entity

This solicitation is issued by the Atlantic County Utilities Authority (ACUA), which has assumed ownership and responsibility for the post-closure activities at the Pinelands Park Landfill for the benefit of Atlantic County rate payers.

Background

The Pinelands Park Landfill, located on Ocean Heights Avenue in Egg Harbor Township, Atlantic County, New Jersey, is a closed municipal waste landfill. The landfill ceased accepting municipal solid waste in 1990 and officially closed in 1992. The site encompasses approximately 160 acres, with a permitted landfill footprint of 134 acres. Following closure, the final cover surface was converted into "McCullough's Emerald Golf Links," a golf course, without disturbing the existing final cover. The landfill is currently in year 33 of the post-closure period.

Contract Requirements

All monitoring and maintenance activities must be performed in accordance with regulatory requirements. The ongoing work is financed through an NJDEP/BPU escrow fund. Payment for services rendered under this RFP will be submitted to the New Jersey Department of Environmental Protection (NJDEP) for escrow withdrawal, and payment to the selected vendor will occur upon receipt of funds from the NJDEP/BPU escrow fund.
