The Town of Mount Gilead has received a Community Development Block Grant - Infrastructure (CDBG-I) award of $2,204,000 from the North Carolina Department of Environmental Quality (NCDEQ) Division of Water Infrastructure (DWI) for waterline infrastructure improvement projects. The goal of this contract is to rehabilitate or replace approximately 5,395 linear feet of water lines in specified areas to improve the town's water infrastructure in compliance with federal requirements.

Work Details

The contractor will provide professional engineering services including: 1. Preparing and obtaining approval for an engineering report that follows NCDEQ guidelines, with a submission deadline of 45 days after the agreement is executed. 2. Assisting with the preparation and completion of Environmental Information Documentation. Upon receipt of Release of Funds, the contractor will: 1. Prepare final design and construction bid packages compliant with regulations. 2. Ensure compliance with Buy America, Build America (BABA), Davis-Bacon, and other federal requirements. 3. Supervise bid advertising, tabulation, and award processes including conducting pre-bid meetings and issuing notices to proceed. 4. Conduct pre-construction conferences. 5. Provide surveying, field staking, on-site supervision during construction, and prepare inspection reports. 6. Review and approve contractor payment requests and change orders. 7. Provide reproducible plan drawings upon project completion. 8. Conduct final inspections and testing; submit certified 'as-built' drawings; prepare an operation and maintenance manual.
