Consulting Services for Evaluation of Sports Stadium Development Proposals

Background

The City of Green Bay is seeking information from qualified consulting firms with experience in advising public-sector clients on the evaluation of sports stadium and sports-anchored mixed-use development proposals. This initiative follows a Letter of Intent signed between the City and the United Soccer League (USL) to explore the development of professional soccer teams in the city, initiating a 10-month negotiation period for a new multi-purpose stadium and entertainment district. The City aims to coordinate with USL to identify potential development sites and review various conceptual plans and proposals, which may involve public-private partnerships with multiple stakeholders.

Work Details

Consulting firms are expected to provide independent technical, financial, and strategic advisory services to support the evaluation of potential stadium development proposals. The anticipated areas of consultant support include: 1. Independent Proposal Evaluation: Review developer assumptions, attendance projections, capital construction costs, operating cost projections, revenue sources, and scenario modeling. 2. Public Finance and Risk Analysis: Evaluate public financing structures, TIF participation scenarios, infrastructure costs, debt capacity, lifecycle obligations, and risk analysis. 3. Economic and Fiscal Impact Review: Conduct independent reviews of economic impact studies and assess fiscal impacts on the City. 4. Site and Development Feasibility Considerations: Analyze site suitability, infrastructure requirements, development phasing, and integration with existing plans. 5. Negotiation Strategy Support: Assist in reviewing term sheets, lease structures, community benefits considerations, and local hiring targets. 6. Governance and Ownership Structures: Evaluate ownership models and governance structures relevant to stadium operations.

Period of Performance

The RFI process is initiated on May 12, 2026, with responses due by June 17, 2026. The contract period for any subsequent procurement process will be determined based on future solicitations.

Place of Performance

The contract work will primarily take place in Green Bay, Wisconsin.
