The High Point Metropolitan Planning Organization (HPMPO) will fund 80% of the Comprehensive Pedestrian and Bicycle Plan through federal aid. Work Details

The contract involves providing professional consulting services for the development of a Comprehensive Pedestrian and Bicycle Plan. Key tasks include: 1. Project Management: Stakeholder identification, project kickoff meetings, bi-weekly project management meetings, and steering committee meetings. 2. Background Research and Data Collection: Assess existing conditions, review relevant planning documents, and gather data using GIS mapping for high-priority areas. 3. Community Engagement: Develop outreach materials in English and Spanish, conduct public meetings and workshops to gather community input, and implement surveys for broader engagement. 4. Pedestrian and Bicycle Network Analysis: Conduct safety audits, identify priority areas for infrastructure improvements, and develop conceptual designs for pedestrian networks. 5. Prioritization of Network Gaps: Create GIS layers for pedestrian access gaps and establish a prioritization process based on various factors including safety and equity. 6. Implementation Recommendations: Review development ordinances for pedestrian infrastructure requirements, propose policy recommendations for future investments in infrastructure, identify funding strategies for projects, and provide maintenance cost projections. 7. Drafting the Plan: Prepare a draft plan including an executive summary and implementation strategies followed by internal reviews with stakeholders. 8. Public Presentation: Present the draft plan to city council committees and the public.

Bidder Requirements

Firms must be pre-qualified by the North Carolina Department of Transportation to perform any combination of specified Discipline Codes related to multi-modal transportation planning, public involvement, municipal planning studies, information gathering on multimodal/bike-ped/transit systems, and financial planning for multimodal transportation projects. Firms must also be registered with the Office of the Secretary of State and have Professional Engineers registered in North Carolina if engineering services are provided.
