Background

The State of Wisconsin, through its Department of Transportation (WisDOT), is issuing a Request for Bid (RFB) for the procurement of road salt intended for winter maintenance across the state. This initiative aims to ensure the safety of the traveling public on Wisconsin roadways by providing necessary materials to county and local governments for effective winter road maintenance.

Work Details

The contract involves the purchase of rock salt, specifically composed of no less than 95% sodium chloride by weight, to be used for winter maintenance. The supplier is required to deliver salt in three categories: Early Fill, Seasonal Fill, and Vendor Reserve. The Early Fill category guarantees purchase quantities with specific delivery deadlines: 75% must be delivered by the third Friday in November and 100% by the first Friday in December. Seasonal Fill deliveries must be completed by April 30th. The supplier must also adhere to strict specifications regarding moisture content, physical characteristics, and delivery methods. Deliveries must be documented with scale tickets detailing weights and delivery confirmations. The supplier is responsible for ensuring that all salt delivered meets specified chemical and physical standards, with penalties outlined for non-compliance.

Period of Performance

The contract will commence on July 1, 2026, and conclude on April 30, 2027, with options for three one-year renewals subject to mutual agreement.

Place of Performance

Deliveries will be made throughout various counties in Wisconsin as specified in individual delivery requests from participating municipalities.

Bidder Requirements

Bidders must provide evidence of a performance bond equal to 20% of the awarded contract value within ten business days following contract award. They are also required to demonstrate compliance with insurance requirements including commercial general liability and workers' compensation insurance. Additionally, bidders must submit a Supplier Data Sheet detailing their capabilities and references from previous contracts involving similar products.
