Background

The City of Emporia is soliciting sealed bids from qualified contractors to provide bulk chemicals for its Water and Wastewater Treatment facilities. The goal of this contract is to ensure the provision of necessary chemicals that meet federal, state, and local regulations for water treatment processes.

Work Details

The contractor will supply the following bulk chemicals: 1. Liquid Alum - Estimated quantity: 200 Wet Tons at 48% strength, shipped in full tank truckloads. 2. Caustic Soda - Estimated quantity: 400 Wet Tons (125 Wet Tons to Water Treatment Plant & 275 Wet Tons to Wastewater Treatment Plant), shipped in full tank truckloads at 25% solution. 3. Fluoride - Estimated quantity: 6.0 Wet Tons, delivered in 55-gallon drums. 4. Sodium Hypochlorite - Estimated quantity: 13,000 gallons, shipped in full tank truckloads. 5. Powdered Activated Carbon - Estimated annual usage: 8.0 Tons, shipped in 800lb supersacks or larger. 6. Hydrated Lime - Estimated quantity: 26 Dry Tons, shipped in 800lb supersacks or larger. 7. Potassium Permanganate - Estimated quantity: 4,000 lbs., packaged in 55 lb pails. 8. Corrosion Inhibitor - Estimated annual quantity: 3,500 gallons delivered in 300-gallon totes with technical support provided by the supplier. 9. Liquid Ammonium Sulfate - Estimated annual quantity: 3,600 gallons delivered in 300-gallon totes. 10. Sodium Bisulfite - Estimated quantity: three (3) – 55-gallon drums. 11. Citric Acid - Estimated quantities for the fiscal year are thirty (30) – 55-gallon drums. 12. Sulfuric Acid - Estimated quantities for the fiscal year are three (3) – 55-gallon drums.

Period of Performance

The contract period will be for one year beginning July 1, 2026, through June 30, 2027.

Place of Performance

The contract will be performed at the City of Emporia's Water and Wastewater Treatment facilities located at various sites within Emporia, Virginia.

Bidder Requirements

Bidders must provide a complete bid including a signature sheet, bid form with prices, references from similar utilities, product labels, affidavits from manufacturers confirming compliance with specifications, OSHA Form Safety Data Sheets, documentation of ANSI/NSF Standard compliance for materials bid, a 24-hour emergency contact person’s name and phone number, and proof of insurance covering worker’s compensation and general liability.
