Posted: April 21, 2026, 5:01 p.m. EDT The Department of Veterans Affairs (VA) desires to lease sufficient Rentable Square Feet (RSF) of real property to yield a minimum 7,500 of American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) Office Area (ABOA) square feet of contiguous space for use as a Community Based Outpatient Clinic (CBOC) within Maryville, TN. A minimum of 60 on-site parking spaces is required. The Department of Veterans Affairs will consider space located in an existing building as well as land for new construction for build to suit. The Mountain Home VA Medical Center requires a fully serviced, turnkey lease with rent that covers all Lessor costs, including all shell upgrades, operating costs, real estate taxes, and security upgrades. The Lessor shall be required to design and build Tenant Improvements (TI). The Department of Veterans Affairs will consider space of sound and substantial construction with the ability to meet all current federal, state, and local government building codes and regulations including, but not limited to, fire and life safety, accessibility, sustainability, zoning, and OSHA standards per the terms of the Lease. A fully serviced firm-fixed priced lease term up to 10 years will be considered. Space shall be in a modern quality Building of sound and substantial construction with a facade of stone, marble, brick, stainless steel, aluminum, or other permanent materials in good condition and acceptable to the VA. If not a new Building, the Space offered shall be in a Building that has undergone, or will be completed by occupancy, modernization, or adaptive reuse for the Space with modern conveniences. Delineated Area: To receive consideration, submitted properties must be located within Blount County, TN and within the following area described below, which is bound by the following roads, or must front on any of the following boundary lines: North: Morganton Rd/US 321 South: Old Niles Ferry Rd East: US 129 West: Springview Rd Potential offerors shall thoroughly and completely read all documents in the solicitation package accompanying RLP 36C24926R0060. Offers are due May 21, 2026, 3:00 pm Central Time. Question Submission regarding RLP 36C24926R0060 shall be submitted via email only to the Contract Specialist (CS) no later than May 1, 2026, 3:00 pm Central Time. No questions or requests for clarification will be accepted via phone. The LCO will issue an amendment to the RLP no later than May 6, 2026, 3:00pm Central Time addressing all questions. If no questions are received, no amendment will be issued. With respect to all matters relating to the lease acquisition for the subject project, only the LCO shall have the authority to issue and amend the RLP and award a Lease. Posted: May 12, 2026, 4:23 p.m. EDT RESPONSES TO RLP QUESTIONS The proposal due date is hereby extended from May 21, 2026, 3PM CST to May 28, 2026, 3PM CST. Would the agency consider an alternative lease term such as 20 Years Total, 10 years Firm? If not, 20 Years Total, would the agency consider 10 Years Total with 10 Years Firm? Per the RLP for this requirement, the VA is requesting a 10-year term, 5 years firm. Can the agency also re-evaluate the NSF and ABOA stated in the RLP and Program for Design to provide sufficient circulation and corridors? VA is permitted to re-evaluate and adjust both ABOA and Gross square footage to accommodate sufficient circulation and corridor widths if applicable. Would the agency please consider amending Lease Section 1.09 and 2.06 to allow for Real Estate Tax Adjustments? As outlined in the RLP, this requirement does not include provisions for real estate tax adjustments. Can the agency confirm this project is exempt from seismic requirements IAW Seismic Form D Box 1? Please refer to the RLP Exhibit J to determine which form is applicable to your submission. Can the clarify how the offeror is intended to supply BSAC? Please refer to the RLP Exhibit I. Can the agency clarify if an emergency generator is required for this project? No, an emergency generator is not required for this requirement. Would it be possible to get a copy of the delineated area map for the Maryville TN solicitation? The boundaries as outlined in the RLP are sufficiently detailed to define the delineated area.
