The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Contracting Department, Norfolk, VA 23511-3392, intends to award a Sole Source, Firm Fixed Price, contract to Client First Technologies, Inc. for Jaglink Sustainment Services in support of the Naval Legal Service Command. The Government will solicit and award using the policies and procedures of FAR Part 12, Acquisition of Commercial Items. The period of performance will began on or around 14 May 2026. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. All responsible sources may submit a quote that will be considered by the Government. By submitting a quote, the quoter acknowledges the requirement and that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a quoter ineligible for award. Background The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk is issuing this contract to Client First Technologies, Inc. for Jaglink Sustainment Services in support of the Naval Legal Service Command. The Office of the Judge Advocate General (OJAG) and Commander, Naval Legal Service Command (CNLSC) are responsible for providing legal advice and related services throughout the Department of the Navy (DON). The JAGLINK application is a custom contact application that houses information on service members and civilians in the JAG community, developed and hosted within the FlankSpeed environment, a Microsoft 365-based platform designed for secure collaboration and productivity tools for the DoD. Work Details The contractor will provide ongoing sustainment and support of the JAGLINK application within the FlankSpeed environment. Key tasks include: 1. Proactive Management: Implement continuous monitoring strategies to identify and resolve potential issues before they affect users, including regular application health checks. 2. Structured Processes: Utilize formal processes for managing bug fixes, issue resolution, and user support, guided by defined Service Level Agreements (SLAs). 3. Continuous Improvement: Prioritize documentation, knowledge transfer, and user training to reduce recurring support requests. Specific requirements include: a) Proactive Monitoring and Health Checks - Continuously monitor performance, perform routine health checks, and troubleshoot failed flows; b) Bug Fixes and Issue Resolution - Manage reported issues with prioritization based on severity; c) Maintenance and Enhancements - Provide developmental support for enhancements not exceeding 80 hours; d) User Support and Training - Offer Tier 2 and Tier 3 technical support, maintain documentation, and provide user training. Period of Performance The period of performance will begin on or around May 14, 2026. Place of Performance The contract will be performed within the FlankSpeed environment which is accessible to authorized personnel.
