Engineering Services for Community and Economic Development Projects

Background

Coffee County is seeking qualifications and proposals from an Engineering Firm to provide pre- and post-award services for various community and economic development projects. The county aims to improve public infrastructure, including water, sewer, street paving, and drainage. They are considering applying for federal and state funding through programs such as the Community Development Block Grant (CDBG) Annual Competition, CDBG Disaster Recovery (CDBG-DR), Employee Incentive Program (EIP), Redevelopment Fund (RDF), and Immediate Threat and Danger (ITAD) funds via the Georgia Department of Community Affairs (DCA). The selection of an Engineer will be based on qualifications relevant to community and economic development needs. Work Details

The selected Engineering Firm will provide a range of services including: - Preparing preliminary engineering reports - Planning - Design - Cost estimating - Bidding - Contracting - Construction oversight - Quality control - Project closeout The firm must demonstrate capability in managing public infrastructure improvements specifically related to water systems, sewer systems, street paving projects, and drainage systems. Additionally, firms must provide necessary documentation for grant applications including maps and cost estimates as per CDBG requirements. Proposals should include a specific cost estimate for all engineering services from start to final close-out.

Period of Performance

The contract period will be determined based on funding availability from grants applied for by Coffee County. Specific timelines for completion of tasks such as the draft preliminary engineering report are expected within 30 days after selection as project engineer.

The work will primarily take place within Coffee County, Georgia.

Bidder Requirements

Firms must demonstrate compliance with Section 3 requirements under the HUD Act of 1968. This includes being a Section 3 Business Concern or having a plan to hire Section 3 residents. Firms must also carry errors and omissions insurance and provide proof of licenses and registrations where applicable. Proposals must include a Statement of Qualifications form along with any required Section 3 forms if claiming Section 3 status.
