Annual Roadway Preservation Program

Background

The Town of Holliston Department of Public Works - Highway is seeking sealed bids for their Annual Roadway Preservation Program. The program aims to maintain and improve the town's roadway infrastructure, ensuring safe and reliable transportation for residents. The contract will be awarded to the lowest responsive and responsible bidder, with the Town reserving the right to reject any or all bids.

Work Details

The contractor will provide labor and materials for various roadway preservation activities, including: 1) Random Crack Sealing using a Polymer & Crumb Rubber Modified (PCRM) asphalt compound with reinforcing fibers; 2) Micro Surfacing (Conventional and HiMA) to restore service properties of worn pavements; 3) Application of a Polymer Modified Rejuvenating Fog Seal to slow oxidation and damage on asphalt pavements. Specific requirements include:

For Crack Sealing

Cleaning and sealing of construction and random cracks in bituminous concrete pavements using a modified asphalt-fiber compound.

For Micro Surfacing

Application of a mixture of cationic polymer modified asphalt emulsion, mineral aggregate, and additives as directed by the Engineer.

For Rejuvenating Fog Seal

Application of a light coating of rejuvenating asphalt emulsion containing a polymer to existing or newly constructed asphalt pavement.

Period of Performance

The work is scheduled for Fiscal Year 2027, from July 1, 2026, to June 30, 2027. The contractor must respond to work requests within two weeks of verbal notice.

Place of Performance

The work will be performed throughout the Town of Holliston, Massachusetts.

Bidder Requirements

Bidders must be prequalified by MassDOT under 720 CMR 5.00. They must provide comprehensive commercial general liability insurance with limits of at least $1 Million per occurrence and $3 Million annual aggregate for property damage. Bidders are required to submit a bid deposit of not less than five percent (5%) of the proposed work value, along with completed forms including Certificate of Good Faith and Non-Collusion, Certification Regarding Labor Harmony and OSHA Training, Certificate of Good Standing from Secretary of Commonwealth, Certificate of Tax Compliance, and Itemized Bid Price Form.
