The 355th Contracting Squadron (355 CONS) is issuing this synopsis in accordance with Revolutionary FAR Overhaul (RFO) 5, "Publicizing Contract Actions," to announce a forthcoming requirement for Architect and Engineering (A&E) services. This action will be executed in accordance with RFO 16.5, "Indefinite-Delivery Contracts," utilizing the acquisition procedures prescribed in RFO 36.202, "Architect and Engineering Services" (Brooks Act procedures). 355 CONS intends to award three (3) multiple award A&E Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts with a total estimated capacity of $9.9M. The purpose of this requirement is to provide a broad range of A&E services to support the 355 CONS mission and associated installations. Task orders issued under this IDIQ may include, but are not limited to, multi-discipline engineering, architectural design, site investigations, drafting, planning, and construction inspection services to support the 355th Civil Engineering Squadron (355 CES). Please see attached Statement of Work (SOW) for further details. This is a SYNOPSIS ONLY. This notice does not constitute a Request for Proposal, Request for Quote, or Invitation for Bid. Do not submit SF 330s, proposals, or pricing information in response to this notice. A formal solicitation/announcement, detailing the specific evaluation criteria, submission requirements, and the deadline for SF 330 submissions, is anticipated to be posted on SAM.gov in June or July FY26. Interested parties are highly encouraged to monitor SAM.gov for the official solicitation release and any associated amendments. Response to this synopsis is not required.

The intent is to award three multiple award A&E Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts with a total estimated capacity of $9.9M to support the mission of the 355 CONS and associated installations. Work Details The contractor will provide a broad range of A&E services including: - Multi-discipline engineering - Architectural design - Site investigations - Drafting - Planning - Construction inspection services Specific tasks may include: 1. Community Planning and Sub-Area Development Plans 2. Dormitory Master Planning 3. Energy Studies and Plans 4. Title I Services including investigative services, pre-design planning, design, project support from pre-proposal/bid through construction, and support for design-build projects. 5. Title II Construction Services including oversight and management of construction activities. 6. Other services such as meeting support, digital imaging, project administrative records, graphics support, publication development, comprehensive interior design, technical investigation, cost estimates, and operations and maintenance plans. Period of Performance The contract will be performed over an indefinite period as task orders are issued under the IDIQ framework. Place of Performance The primary location for performance will be at Davis-Monthan Air Force Base in Arizona, with potential work at other Air Force Bases and Air National Guard Bases in the greater Tucson and Phoenix areas.
