GENERAL INFORMATION

The 325th Contracting Squadron, Tyndall AFB, Florida, in support of AFCENT/A47, Shaw AFB, is conducting a Non-Personal Services acquisition for Explosive Ordinance Disposal (EOD) MAJCOM Support Technicians. Requirements under this acquisition will include including scheduling and setup for EOD training courses, to include joint service/multinational events, and Combat Support Training Range (CSTR) events, training documentation, maintenance of EOD tools and equipment, maintenance of EOD munitions accounts, equipment and munitions documentation, drafting plans and procedures, reviewing EOD technical reports and making recommendations to management, running unit checklist , and ground and explosive safety requirements. Place of performance for the AFCENT/A47 MAJCOM Support Technicians acquisition will be at Shaw AFB, South Carolina. This is a bridge action as defined at DAFFARS 5302.1. This acquisition utilizes the RFO (Revolutionary Far Overhaul) and related agency deviations, in lieu of the current FAC (Federal Acquisition Circular). This action is non-competitive, and is expected to be set aside to a Service Disabled Veteran Owned Small Business, and accomplished as a sole source award to R3 Inc, using simplified acquisition procedures conducted in accordance with Revolutionary Far Overhaul (RFO) Part 12. An electronic solicitation will not be posted to the GPE. The Centralized IDIQ contract for EOD support was discontinued at Scott AFB and this requirement was passed down to the customer at each location they supported. With the short time to award it was logical to put a sole source in place to provide contracting an opportunity to generate a requirement for a Base of one year with four (4) options at one year each. 325 CONS does not have an expected award date for the competitive award because AMIC will be responsible for that action. The NAICS Code is 541330 (Engineering Services) with a size standard of $25.5M and the product service code (PSC) is R499. The requirement will be awarded as a Firm Fixed Price (FFP) Contract for a period of performance of 1 June 2026 - 1 June 2027. SAM Registration is mandatory for this contract.
