Background The Department of Veterans Affairs (VA), Office of Construction and Facilities Management (CFM), National Region Office (NRO) is issuing a Presolicitation Notice for a construction requirement at the Fort Sam Houston National Cemetery. The National Cemetery Administration (NCA) is responsible for providing cemetery services to Veterans and other eligible persons, ensuring their final resting places are honored as national shrines. The NCA operates 134 national cemeteries and aims to provide burial space and maintain graves for eligible Veterans and their families. Work Details The project involves the Phase 3 Expansion & Improvements at Fort Sam Houston National Cemetery, specifically focusing on additional road repairs. The scope includes fully preparing the site for building operations, which entails demolishing and removing existing roads. The work will cover the repair of existing roads including Austin Circle, Austin Loop, and Medina Loop. Tasks include demolition of curb/gutter and pavement, survey and grading, implementation of Stormwater Pollution Prevention Plan measures, road construction, curb/gutter placement, along with all general requirements such as overhead & profit, bonding, and insurance. Additionally, there is a bid option for repairing an existing section of San Antonio Boulevard with similar tasks. Period of Performance The contract period of performance will be 180 days from Notice to Proceed (NTP). Place of Performance The construction projects will be performed at the VA Fort Sam Houston National Cemetery located at 520 Harry Wurzbach Rd., San Antonio, TX, 78209.
