Local Telecommunication Services (LTS) Conversion from LSTDM to SIP Trunking to include E911 and Weather Service Lines

Summary (Newest Update)

Background The National Guard Bureau, located in Arlington, VA, is seeking to convert local telecommunication services from LSTDM to SIP trunking. This initiative includes the installation and servicing of SIP phone systems, E911 services, and real-time weather data services. The contract is justified under the authority of 10 USC 3204(a)(1) or 41 USC 3304(a)(1), which allows for other than full and open competition due to the unique capabilities of a single source provider. Work Details The contractor will be responsible for the installation and servicing of SIP phone systems, E911 emergency services, and real-time weather service lines. The justification states that Lumen is the only telephone company in Cheyenne with the necessary physical infrastructure to deliver these required services. The E911 and weather services necessitate specific infrastructure that only Lumen can provide. Period of Performance The contract will be performed over a period extending until May 11, 2026. Place of Performance The services will be performed in Cheyenne, Wyoming.
