The solicitation document and incorporated provisions and clauses are those in effect through FAC# 2026-01 Effective Date 03/13/2026, HSAR 12/26/2024, HSAM October 2009, CGAP 03/25/2026. The Davis Bacon Act WD # OR20260003 Modification# 0. Instructions to offerors, evaluation criteria, and all applicable FAR Provisions and Clauses are attached. This acquisition is set-aside 100% for SMALL BUSINESS. The associated NAICS code is 321918. Size standards in number of employees 500.

Description/Statement of Work/Specification

Please refer to attachment Statement of Work. A site visit will be mandatory for all interested offerors. All interested offerors must arrive no later than five minutes prior to their RSVP'd start time. Each offeror is required to visit the site to provide the government with an accurate and competitive offer.

Background The U.S. Coast Guard (USCG) Base Astoria is seeking to address structural deficiencies at their facility located at 985 Alameda Ave, Astoria, OR 97103. The goal of this contract is to ensure safety and structural integrity through the repair and replacement of deteriorated stair components. This acquisition is set aside for small businesses, emphasizing the agency's commitment to supporting local contractors. Work Details The contractor will be responsible for the following tasks: 1. Removal of existing materials including rotten sheathing and four deteriorated stair stringers beneath the first landing. 2. Installation of new stair supports fabricated from 4 inch by 8 inch materials that meet project specifications, including stainless steel flashing to prevent water intrusion. 3. Replacement of compromised plywood sheathing with marine-grade plywood conforming to U.S. Product Standard PS 1-19, ensuring durability and resistance to environmental conditions. 4. Repair of the landing surface with a weather-resistant sealant and ensuring slip resistance with a minimum static coefficient of friction of 0.5. 5.
