This is a Request for Proposal (RFP), Combined Synopsis Solicitation for commercial items prepared in accordance with the Revolutionary Federal Acquisition Regulations Overhaul (RFO) Part 12, Acquisition of Commercial Products and Commercial Services, in conjunction with Part 15, Contracting by Negotiation; Subpart 16.5, Indefinite-Delivery Contract procedures; and Subpart 19.108, Contracting with the Small Business Administration (the 8(a) Program), as supplemented with additional information included in this notice. . This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued. The Government?s intent, as a result of this solicitation, is to award five (5) single-award Indefinite Delivery, Indefinite Quantity (IDIQs) based on the following IDIQ labor segments: (1) Direct Patient Service Providers; (2) Mental Health Services; (3) Nursing Services; (4) Medical Support Services; and (5) Dental Services. Offerors may submit proposals for one (1) or more labor segments, with a maximum of five (5) proposals. One per labor segment.

Background The Defense Health Agency (DHA) is a joint, integrated Combat Support Agency that enables the Army, Navy, and Air Force medical services to provide a medically ready force to Combatant Commands in both peacetime and wartime. The DHA aims to implement a performance-based, strategic sourcing acquisition approach for Medical Q-Coded services outside the continental United States (OCONUS) in support of Military Treatment Facilities (MTFs). This solicitation seeks to award five single-award Indefinite Delivery Indefinite Quantity (IDIQ) contracts for various labor segments including direct patient service providers, mental health services, nursing services, medical support services, and dental services. Work Details The contractor shall recruit, qualify, place, manage, and maintain contract workers to support routine staffing needs and fluctuations in workload across the following labor segments: 1) Direct Patient Service Providers; 2) Mental Health Services; 3) Nursing Services; 4) Medical Support Services; 5) Dental Services. The contractor will provide credentialed (privileged and non-privileged) and non-credentialed contract workers as required by individual Task Orders. Tasks include providing routine, preventive, and specialty care services to patients. The contractor must ensure compliance with all schedule, cost, and performance requirements outlined in the Performance Work Statement (PWS). Relocation costs must be pre-approved before funds are obligated. Any supplemental support will be determined at the proposal/award stage. Period of Performance The period of performance is expected to be five years with specific task order durations determined at the time of award. Place of Performance Services will be performed OCONUS at various Military Treatment Facilities (MTFs), with exact locations specified at the task order level.
