Sheffield Lake Acquisition

Background

The City of Sheffield Lake is seeking consultants to provide Right of Way Acquisition Services for the Lakefront Connectivity Phase 4 project. This project aims to construct an 8-foot wide sidewalk along U.S. 6 and includes the acquisition of approximately 49 parcels (21 ownerships). The goal is to enhance connectivity and accessibility in the area.

Value Analysis

- Appraisal - Negotiation - Closing Additionally, a separate consultant agreement will be established for Appraisal Review services. The agreement must comply with the current Scope Definitions for Right of Way Services as published on the ODOT Website.

Period of Performance

The estimated completion schedule includes:

Final R/W Plans by May 2026

- Environmental Document by October 30, 2026 - R/W Clear by May 7, 2027 - PS&E to District by May 21, 2027. Authorization for the selected consultant is anticipated by June 2026.

Place of Performance

The contract will be performed in Sheffield Lake, Ohio, specifically along U.S. Route 6 from Treadway Boulevard to Buckeye Drive.

Bidder Requirements

Consultants must meet prequalification requirements set by the Ohio Department of Transportation. Only individuals (not firms) are eligible for right of way acquisition services. Prequalified individuals must be named in the proposal. For agreements requiring prequalification in Financial Management System Evaluation, both prime consultants and subconsultants providing engineering and design-related services must be prequalified.
