The City of Mount Vernon is seeking a consultant to prepare a feasibility study and construction contract plans for intersection and pedestrian improvements along State Route 13 (Sandusky Street) from Stump Street to Upper Fredericktown Road. This project is part of the city's efforts to enhance transportation infrastructure within Knox County, focusing on improving safety and accessibility for pedestrians and vehicles.

Work Details

Specific design services include: - Bicycle Facilities & Enhancement Design

Traffic Signal System Design

- Limited Highway Lighting Design. Environmental services required include: - Environmental Document Preparation (CE)

History/Architectural Investigations

- Regulated Materials Review. Additionally, compliance with Financial Management System Evaluation is necessary for the prime consultant and all subconsultants providing engineering and design-related services.

Period of Performance

The anticipated date of authorization for the selected consultant is July 2026, with plans to be completed and on file with the City within twenty-seven (27) months from the date of authorization.

Place of Performance

The contract will be performed in the City of Mount Vernon, Ohio, specifically along State Route 13 (Sandusky Street) from Stump Street to Upper Fredericktown Road.

Bidder Requirements

Consultants must meet prequalification requirements set by the Ohio Department of Transportation, particularly in categories related to engineering and design services. Only individuals (not firms) are prequalified for right-of-way acquisition services. Firms included on the current Federal list of firms suspended or debarred are not eligible for selection.
