Background

The City of Loveland is issuing a solicitation for the preparation of construction contract plans for the reconstruction of Loveland Madeira Road. The goal of this project is to improve access management, enhance safety, and increase the longevity of the pavement along this roadway. This project aligns with the City’s mission to provide safe and efficient transportation infrastructure.

Work Details

The services required include: - Preparation of construction contract plans for the reconstruction of Loveland Madeira Road from South Lebanon Road to West Loveland Avenue. - Consolidation of drives for better access management. - Installation of median islands to restrict turning movements. - Construction of new curb and gutter, catch basins for improved drainage, new signage, and pavement striping. - Milling and overlaying existing pavement. - Installation of a 6' sidewalk on the southeast side and an 11' wide sidewalk on the northwest side. - Project length is approximately 2,200 feet. - Estimated construction cost is $5,552,933.00.

Period of Performance

The anticipated completion schedule includes: - Stage 1 Plans by November 30, 2026 - ROW Plans (Preliminary) by January 25, 2027 - ROW Plans (Compliance) by April 19, 2027 - Stage 2 Plans by June 28, 2027 - Stage 3 Plans by February 14, 2028 - Final Tracings by August 28, 2028 - Final Plan Package by January 1, 2029.

The contract will be performed in Loveland, Ohio along Loveland Madeira Road from South Lebanon Road to West Loveland Avenue.

Bidder Requirements

Consultants must meet prequalification requirements in various categories including financial management system evaluation and engineering/design-related services. Only individuals are prequalified for right-of-way acquisition services. Compliance with Title VI of the Civil Rights Act is required. Firms on the federal list of suspended or debarred firms are not eligible for selection.
