Background

The City of Columbiana is seeking a consultant for the Firestone Park roadway improvements project, which aims to enhance the infrastructure within the city. The project involves construction inspection and administration services for approximately 0.64 miles of roadway improvements, including sidewalk and drainage installation, pavement replacement, and signage installation. The estimated construction cost is $1,186,086.00.

Work Details

The consultant will provide Construction Inspection and Construction Administration services as per the Locally Administered Transportation Projects Manual of Procedures. Specific tasks include: - Daily field engineering and inspection - Materials management, testing, and certification for asphalt, concrete, and aggregate - Documentation of quantities completed and accepted - Preparation of contractor payment summaries and invoices - Compliance with prevailing wage laws and EEO contract requirements - Final inspection and acceptance of the project. The consultant must provide a project team that includes at least one Project Inspector Level 1 and one Construction Engineer Level 2 (part-time as needed). Additional personnel may include a documentation clerk.

Period of Performance

The project is anticipated to begin in August 2026 and be completed no later than November 2026. The selected consultant is expected to be authorized to proceed by June 2026.

Bidder Requirements

Consultants must be prequalified in relevant categories by the Ohio Department of Transportation (ODOT). Only individuals (not firms) are eligible for construction inspection activities. The prime consultant must ensure that all subconsultants providing engineering or design-related services are also prequalified in Financial Management System Evaluation. Firms on the federal list of suspended or debarred firms are not eligible for selection.
