This is a Request for Information (RFI) issued solely for information and market research planning purposes, as defined in Federal Acquisition Regulation (FAR) 15.201(e). Companies should not submit proposal-style documents or that level of detail in response to this RFI. The 72d Air Base Wing Communications Directorate (SC) at Tinker Air Force Base (TAFB) is seeking to identify sources capable of providing comprehensive Application, Database, and Server Support Services. The primary goal is to acquire non-personal services for base-wide application development and sustainment; database administration; file, print, and application server administration; and quality assurance. All services will be provided on site at Tinker AFB, OK. The purpose of this RFI is to gain industry insight into current market capabilities and innovative approaches for providing Information Technology (IT) services to TAFB. The information gathered will be used to refine the Government's acquisition strategy in terms of cost, schedule, and performance.

Background The 72d Air Base Wing Communications Directorate (SC) at Tinker Air Force Base (TAFB) is seeking to identify sources capable of providing comprehensive Application, Database, and Server Support Services. The primary goal is to acquire non-personal services for base-wide application development and sustainment, database administration, file, print, and application server administration, and quality assurance. This RFI aims to gain industry insight into current market capabilities and innovative approaches for providing Information Technology (IT) services to TAFB, which will help refine the Government's acquisition strategy regarding cost, schedule, and performance. Work Details The contractor will provide resources to design, develop, sustain, and enhance IT capabilities for a wide range of software applications and tools. The overall scope of work includes: a. Program and Project Management: Overseeing all contract activities, managing multiple simultaneous IT projects, ensuring requirements are met on schedule and within budget. b. Software and Application Development & Sustainment: Developing, maintaining, and sustaining web, client, and database applications using technologies such as .NET Framework/Core, C#, Oracle, and MS SQL Server; including support for the Contract Repair Management System (CRMS). c. Database Administration (DBA): Installing, monitoring, maintaining Oracle and MS SQL Server databases; performance tuning; security hardening (STIGs); high-availability architecture. d. Server Administration (SA): Managing a large-scale server environment (Windows, Linux, Solaris) across physical/virtual platforms; includes patching, backup/recovery; vulnerability management using tools like ACAS. e. Storage and Backup Administration (EMC2): Providing expert Server Administrators with certifications for EMC2 platforms; duties include optimized configurations and maintaining knowledge of Dell EMC storage platforms. f. Cybersecurity Support: Providing Information System Security Manager support; managing Risk Management Framework packages in eMASS to maintain Authority to Operate; ensuring compliance with DoD/Air Force cybersecurity policies. g. Application Quality Assurance (QA): Providing QA support across multiple hardware/software initiatives; responsibilities include test planning; developing/executing test cases via Team Foundation Server; managing User Acceptance Testing documentation; performing system validations; supporting continuous process improvement. h. Configuration Management (CM): Executing test plans; validating application functionality; managing change control processes; maintaining lifecycle documentation. i. Business Intelligence (BI): Providing administration/report development using BI tools like QLIK and IBM Cognos. Place of Performance All services will be provided on site at Tinker Air Force Base (TAFB), Oklahoma.
