Background

The Great Lakes Water Authority (GLWA) is issuing this solicitation for the Preventative Maintenance and Repair of Electrical Equipment project. The purpose of this contract is to establish two concurrent thirty-six (36) month maintenance contracts with qualified vendors to provide recurring preventative maintenance and repair services for electrical power equipment across various GLWA facilities, including CSO Basins, Water Treatment Plants, Water and Wastewater Pumping Stations, and the Wastewater Resource Recovery Facility (WRRF).

Work Details

The contractor will perform preventative maintenance, diagnosis, troubleshooting, and repair of electrical power equipment at GLWA facilities. This includes work on switchgear, transformers, protective relays, load break switches, motor controls, and motor control centers. Specific tasks include: 1. Preventive Maintenance Procedures for various equipment types such as Medium Voltage Switchgear, Air Circuit Breakers, Transformers, Motor Control Centers, etc., as detailed in the specifications. 2. Authorized PM tasks will be compensated based on Contract Unit Prices listed in Annex D. 3. The contractor must demonstrate completion of at least five similar projects in the last five years. 4. All work must be performed by technicians with appropriate certifications (NICET Level III or IV).

Period of Performance

The contract term is 36 months from the start-work date identified in the notice to proceed to Substantial Completion and 42 months to Final Completion. There is an option for up to two one-year extensions at GLWA's discretion.

Place of Performance

The work will be performed at various GLWA facilities throughout southeastern Michigan including but not limited to: Water Resource Recovery Facility, Combined Sewer Overflow facilities, Water Treatment Plants, Treated Water Pumping Stations, and Wastewater Pumping Stations.

Bidder Requirements

Vendors must provide a Proposed Diversity Plan detailing efforts for inclusion and diversity participation. Vendors must also submit any relevant diversity certifications (DBE, MBE, SBE, WBE). A validated vendor performance score of 70% or higher is required for eligibility. Additionally, a performance bond of 100% of the contract price is required.
