Background

The Alaska Department of Health (DOH), Division of Senior and Disabilities Services (SDS) is seeking information from qualified vendors regarding the development of a grantee funding formula methodology for the Early Intervention/Infant Learning Program (ILP). This methodology will guide the distribution of state and federal grant funds to regional ILP grantees in the next competitive funding cycle (FY29). The goal is to create a structured funding formula that considers various factors impacting program costs and ensures equitable distribution of funds across fifteen regional ILP programs, which provide services to families with children experiencing developmental delays.

Work Details

The contractor will be responsible for developing a funding formula that considers: - Actual and potential revenue sources available to programs; - Regional cost differences; - Travel expenses; - Population and enrollment numbers; - Intensity of services provided by each region; - Other relevant factors. The contractor should have knowledge of Early Intervention federal and state regulations and experience assisting other states with similar work. If a contract is awarded, the State ILP team will meet regularly with the contractor to provide guidance and data.

Period of Performance

The work is expected to be completed within twelve (12) months.

Place of Performance

Services will be performed in Alaska, specifically across various regions where the fifteen ILP programs operate.
