Background

The Massachusetts Department of Transportation (MassDOT) is seeking to enhance language access services for the public during its upcoming virtual meetings. This initiative is part of their broader mission to ensure inclusivity and accessibility in public engagement activities, particularly during the 2027-2031 Capital Investment Plan (CIP) cycle. The contract aims to provide interpretation services to accommodate diverse language needs across various Municipal Planning Organization (MPO) areas.

Work Details

The contractor will provide interpretation services for six virtual public informational meetings scheduled between May 28, 2026, and June 8, 2026. The scope of work includes: 1. **Logistical Activities**: - Confirming interpretation and translation expectations with MassDOT. - Organizing and securing interpretation services for the CIP. - Deliverables include an outline of planned language access needs and procurement of vendors for identified languages. 2. **Live Interpretation**: - Attendance at virtual public informational meetings on Zoom, providing live interpretation in languages such as Spanish, Portuguese, Chinese (Mandarin and Cantonese), Haitian Creole, Vietnamese, and Russian as needed. - Interpreters must join meetings at least fifteen minutes early for technical checks. - Public requests for interpretation should be submitted at least ten business days prior to meetings for complex services like sign-language or CART.

Bidder Requirements

Bidders must be registered as a Small Business Purchasing Program (SBPP) participant in COMMBUYS. They should have a principal place of business in Massachusetts, be in operation for at least one year, employ a total of 50 or fewer full-time equivalent employees, and have gross revenues not exceeding $15 million based on a three-year average.
