The City of Springfield is issuing this Request for Proposal (RFP) under the provisions of ORS 279C.337 for a Construction Manager/General Contractor (CM/GC) to provide preconstruction and construction services for the City Hall Deferred Maintenance and Quad Redesign Project located at 225 5th Street, Springfield, Oregon. The project aims to address critical deferred maintenance, safety, and operational challenges faced by the Springfield City Hall, which serves as a central civic anchor for the community. The facility houses various public-facing services and administrative functions. Originally constructed in 1972 and repurposed in 1980, the building has ongoing challenges in functionality and efficiency that this project seeks to resolve.

Work Details

The selected CM/GC will provide both preconstruction and construction services. The scope includes: - Renovation of three sections of City Hall totaling approximately 33,750 square feet - Accessibility improvements - Building system upgrades - Interior reconfiguration - Addressing deferred maintenance issues. Preconstruction services will involve detailed cost estimates at design milestones, constructability reviews, phasing plans, safety plans to maintain public access during construction, advising on long-lead materials, participation in design meetings, and outreach to COBID-certified subcontractors. Construction services will include managing all construction work required to rebuild the Quad areas while maintaining site safety and minimizing disruptions to City operations.

Phase I

July 2026 to December 2026 for pre-construction services;

Phase II

January 2027 to December 2027 for construction services.

Bidder Requirements

Proposers must have five or more years of continuous experience as a currently incorporated construction firm that has completed projects of comparable size and complexity. They must be licensed to do business in Oregon with current registration with the Oregon Construction Contracts Board. Proposers must demonstrate bonding capacity for a 100% performance bond and a 100% labor/material bond for the project. Additionally, they must self-perform at least 51% of the contract value.
