Oblique & Orthogonal Aerial Imagery

Background

Davidson County, NC is seeking proposals from qualified firms to capture and provide 2-inch aerial Ortho-imagery and oblique imagery. The goal is to enhance the County's public-facing and internal GIS web applications with updated imagery captured in a leaf-off state every two years. The project aims to ensure that the entire 567.7 square miles of Davidson County is photographed, with the first flights scheduled for winter 2027 and subsequent flights in 2029.

Work Details

The contractor will be responsible for: 1. Supplying 2-inch Ground Sampling Distance aerial imagery. 2. Providing oblique views of the entire County from all four cardinal directions. 3. Developing a web-based viewing application that includes zoom and rotate tools, the ability to view both vertical and oblique imagery, and password/permission-based access to the web portal and images. 4. Ensuring imagery includes at least 100ft beyond the County’s boundaries. 5. Conducting aerial Ortho-imagery flights once every two years starting in 2027, during leaf-off conditions. 6. Conducting oblique imagery flights under the same conditions as above. 7. Providing access to all historical ortho and oblique imagery previously acquired by the vendor for Davidson County, NC. 8. Integrating with ESRI GIS platforms, both desktop and online, including setting as a base map layer. 9. Offering integration capabilities with other map viewers/applications such as Bitek CAMA software and Motorola Flex (911 CAD) software. 10. Capturing disaster response aerial Ortho-imagery when required. 11. Delivering physical digital copies of all imagery captured. 12. Providing options for additional services like generating building outlines/footprints, change detection, and CAMA sketch validation.

Period of Performance

The contract will commence upon acceptance of the proposal with a Notice to Proceed expected on July 1, 2026. Aerial photography is scheduled between January and March of 2027, with subsequent flights every two years thereafter.

The work will be performed over Davidson County, NC.

Bidder Requirements

Firms must demonstrate experience in 2-inch Oblique and Orthogonal Imagery within the last five years and must be licensed to practice surveying in North Carolina. Proposals should include resumes for key personnel, references from similar projects, a management plan responsive to Davidson County's needs, and a commitment statement for prompt engagement if selected.
