The City of Salem, Massachusetts, through its Department of Planning and Community Development (DPCD), is seeking proposals from qualified firms or individuals to serve as a Housing Program Inspector. The goal of this contract is to conduct inspections for housing rehabilitation projects, including lead abatement, to ensure compliance with the Massachusetts Sanitary and Building Code and applicable federal regulations. Salem is a historic seaside community with a significant portion of its housing stock built before 1978, making it a high-risk area for lead hazards. The DPCD administers the Housing Rehabilitation Loan Program to assist low- and moderate-income households in correcting code issues and improving housing quality.
The consultant will perform the following tasks: 1) Conduct initial inspections noting sanitary and building code violations and generate inspection reports with 'before' photographs; 2) Review lead reports and generate work write-ups including cost estimates; 3) Coordinate with the Housing Lead Paint Inspector for inspections and contractor selection; 4) Attend start-up meetings with owners and contractors; 5) Oversee ongoing rehabilitation activities and perform periodic inspections; 6) Generate change orders as necessary; 7) Conduct final inspections and prepare all paperwork for project completion. The consultant must have experience in housing inspection or construction trade, hold a Massachusetts Home Inspector license or similar, and provide evidence of insurance coverage.
The services are expected to begin upon contract execution and will last until the contract funds are fully expended, but no longer than one year from the contract date. There is an option to renew for two additional years in one-year increments.
The work will be performed within the City of Salem, Massachusetts.
Bidders must demonstrate at least three years of experience in housing inspection or construction within the last five years. They must be licensed as a Home Inspector, Home Improvement Contractor, or Building Code Enforcement Official in Massachusetts. Proposals must include certifications of non-collusion and tax compliance, along with evidence of insurance coverage.
