El Paso Water (EPWater) is seeking Statements of Qualifications (SOQ) from firms for On-Call Stormwater Engineering Services. This initiative is part of their capital improvements program for FY2026/2027, aimed at addressing stormwater management and mitigation in the El Paso area. The goal is to enhance project efficiency while ensuring compliance with accreditation standards and utility practices.

Work Details

The contract involves providing professional engineering services on a task order basis, which may include: - Development of drainage master plans - Conducting flood studies - Designing drainage systems in accordance with the City of El Paso’s Drainage Design Manual and EPWater’s procedures - Performing hydrology and hydraulics (H&H) studies - Hydraulic modeling for pumping systems - Evaluating and designing dams - Preparing Conditional Letters of Map Revision (CLOMRs) and Letters of Map Revision (LOMRs) - Conducting FEMA Community Rating System (CRS) studies - Project coordination and permitting - Preparing construction cost estimates including all fees - Managing construction projects - Conducting third-party reviews and assessments of existing drainage structures - Reviewing constructability and implementing slope stabilization measures. The total estimated value for task orders under this contract is $1,500,000.

Period of Performance

The contract will be effective for three years from the date of the contract award, with multiple task orders issued during this period. Task orders will remain in effect until their completion, even if issued before the contract's expiration.

Place of Performance

The services will be performed in the El Paso area, specifically addressing stormwater management needs within this geographic region.

Bidder Requirements

Firms must include registered professional engineers in Texas with at least eight years of experience in stormwater management. Additionally, firms must have at least one Certified Floodplain Manager (CFM) on their team. All firms must be registered to operate in Texas.
