Technical Compliance Consultant for Broadband Infrastructure Deployment Projects

Background

The Rhode Island Commerce Corporation seeks bids for a consultant to lead, coordinate, and implement the Broadband Infrastructure Deployment Technical Compliance. This initiative aligns with the U.S. Department of Treasury’s Capital Projects Funds Program and the National Telecommunications and Information Administration’s Broadband Equity, Access, and Deployment program. The project aims to enhance broadband infrastructure in Rhode Island, ensuring all residents have access to high-speed internet by 2027.

Work Details

The selected consultant will oversee the Broadband Infrastructure Monitoring Program for both CPF and BEAD programs. Key responsibilities include: 1) Reviewing Subgrantees’ network designs to ensure compliance with required speeds (100/100 Mbps for CPF projects and 100/20 Mbps for BEAD projects) and latency requirements; 2) Certifying Subgrantee attestations and backup documentation; 3) Providing feedback on invoice requests related to network capacities; 4) Creating a BEAD Infrastructure Deployment Monitoring Plan; 5) Conducting on-site inspections during construction; 6) Assessing project completion and performance validation; 7) Offering ongoing consultation support regarding federal guidance.

Period of Performance

The contract is expected to commence on July 20, following the award notification on June 30, and will remain in effect until all CPF and BEAD broadband infrastructure projects are completed and approved by the Corporation.

Place of Performance

The contract work will be performed across various Project Areas in Rhode Island, specifically targeting approximately 16,500 unserved or underserved broadband serviceable locations across 27 communities.

Bidder Requirements

Proposers must demonstrate extensive knowledge of broadband infrastructure deployment, experience with local, state, and federal broadband requirements, and familiarity with both US Treasury’s CPF program and NTIA’s BEAD program. Proposals should include qualifications of personnel assigned to the project, a detailed work plan with timelines, and a proposed fee structure.
