Background

The Biloxi Public School District, through its Office of Special Education, is seeking proposals for district-wide school-based American Sign Language (ASL) Interpreter services. This initiative is part of the District's commitment to comply with the Individuals with Disabilities Education Act (IDEA) and Mississippi Policies and Procedures State Board Policy 7219 regarding children with disabilities. The goal is to provide effective communication access for students who are deaf or hard of hearing, ensuring they can participate fully in educational activities.

Work Details

The contractor will provide ASL Interpreter services that include: 1. Interpretation of instructional content, classroom discussions, school activities, and meetings as required by students’ Individual Education Plans (IEPs). 2. Best practices in current school-based services, including observations, training, and evaluations. 3. Compliance with IDEA and Mississippi Policies and Procedures for Children with Disabilities. 4. Documentation of services provided and participation in progress monitoring as required by the District and IEP team. 5. Specialized training and support for administration, teachers, and parents upon request. 6. Instructional content modification or assuming the role of a teacher or paraprofessional if necessary. 7. Services must be provided during the 2026-2027 school year and any extended school year as needed.

Bidder Requirements

Bidders must have valid licenses to provide contracted services in Mississippi or be located within 100 miles of the District. Interpreters must hold appropriate certifications such as RID certification or equivalent recognized credentials and meet all Mississippi Department of Education requirements for educational interpreters. Additionally, bidders must pass background checks and child abuse registry checks, provide proof of general and professional liability insurance, worker’s compensation insurance, and indemnify the District against any claims arising from their services.
