Special Education Services for IDEA and Mississippi State Policies Implementation

Background

The Biloxi Public School District, through its Office of Special Education, is seeking proposals for district-wide school-based speech therapy services to comply with the Individuals with Disabilities Education Act (IDEA) and Mississippi Policies and Procedures State Board Policy 7219 regarding children with disabilities. The goal is to provide effective therapy services that align with students' Individual Education Plans (IEPs).

Work Details

The contractor will provide school-based speech therapy services including evaluation, direct treatment, indirect treatment, a combination of on-site and virtual therapy, and consultations as specified in students' IEPs. Services must comply with IDEA and Mississippi policies, ensuring confidentiality and effectiveness comparable to in-person services. Specific tasks include: A) Best practices in speech therapy; B) Compliance with IDEA and state policies; C) Data collection and analysis for measurable progress toward IEP goals; D) Specialized training for staff and parents; E) Collaboration with educational teams; F) Participation in evaluations and IEP meetings; G) Services during the 2026-2027 school year.

Bidder Requirements

Providers must hold valid licenses in Speech-Language Pathology from the State of Mississippi or be located within 100 miles of the District. They must pass background checks, provide proof of general and professional liability insurance, workers' compensation insurance, and indemnify the District against claims arising from the contract. Providers must also submit two school district references if they do not meet location criteria.
