Jefferson County, Mississippi is located in a region highly prone to tornadoes and other natural disasters. In an effort to enhance preparedness and ensure a timely and effective response to future disaster events, Jefferson County is seeking to establish a contractual agreement with a qualified disaster debris removal contractor. This Request for Proposals (RFP) invites qualified firms to submit proposals to provide disaster debris management and removal services on an as-needed basis.
The contract involves the removal and disposal of all eligible debris from FEMA eligible Private Property, Commercial Property, and County Maintained Right of Ways (ROW). The Contractor may be required to secure and permit Debris Reduction Site(s), prepare, operate, and restore these sites according to State regulations. The work includes clearing, separating, and removing eligible debris; examining and sorting debris; hauling it to approved Debris Sites; and ensuring that ineligible debris is not loaded or dumped. Specific tasks include handling vegetative debris through compaction, burning, or chipping; managing hazardous limbs and trees; repairing any damage caused during operations; using approved equipment; conducting operations without interfering with other disaster response activities; submitting daily reports on operations; and complying with all applicable federal, state, and local laws.
The contract will commence no later than June 1, 2026, with a maximum allowable time for completion of 180 calendar days from the incident date/weather event date. The contract may be extended until December 31, 2027, with two additional two-year extensions at the County's discretion.
The services will be performed in Jefferson County, Mississippi.
Proposals must be certified by an authorized officer of the bidding entity. Contractors must provide proof of insurance including Commercial General Liability ($2 million aggregate), Automobile Liability ($1 million), and Workers' Compensation ($1 million). Contractors must comply with federal regulations regarding debarment and lobbying. The Contractor shall also employ local residents where possible.
