Background The USDA’s Animal and Plant Health Inspection Service, Veterinary Services, Cattle Fever Tick Eradication Program (CFTEP) is responsible for monitoring the southern border of Texas to control the spread of cattle fever ticks. This program captures stray livestock and maintains a Permanent Quarantine Zone (PQZ) to prevent tick infestations that can negatively impact local ranches. The PQZ spans over 600 miles along the Texas-Mexico border and includes seven county offices. The CFTEP requires contractor services to repair cattle dip vats and holding pens located on county government property in Brownsville, TX. Work Details The contractor will be responsible for the following tasks: 1. Meet with USDA representatives to clarify project scope, establish boundaries, and address site security protocols. 2. Furnish all necessary labor, materials, services, equipment, and supplies for project completion. 3. Verify all measurements and seek approval for any changes to specifications from USDA prior to incurring costs. 4. Conduct work in sections to minimize disruption of vat use. 5. Sandblast, prime, and paint the entire existing and newly constructed structures within the vat boundary fence after repairs are completed using oil-based paint in tan color. 6. Ensure construction sites are clean and free of debris; responsible for waste disposal. 7. Repair details include: - Roof: Remove existing tin roof and supports; construct a new 30’ x 104’ roof with cross supports made of 8” C channel iron; use 3’ wide galvanized R panels for roofing. - Scratching Chute Alley: Remove existing metal scratching chute alley and concrete; install a new 100’ x 15’ x 4” concrete slab with proper drainage slope.
