This is a Sources Sought Notice and NOT a solicitation announcement. The purpose of this notice is to gain knowledge of potential qualified sources to perform Family Connection Services in support of US Army Garrison-Rock Island Arsenal (USAG-RI), as detailed in the attached Performance Work Statement (PWS). The requirement is for direct group-based services provided to military families in the Quad City Area. These services include dissemination of parenting material, facilitation of a weekly playgroup, and a monthly fatherhood activity. The U.S. Army Contracting Command-Rock Island (ACC-RI) is seeking sources only. ACC-RI intends to consider all capability statements when developing its finalized acquisition strategy and resulting solicitation(s). Please submit all capability statements as outlined below by 11:00 A.M. CDT on 18 May 2026 by email to sydney.e.johnson18.civ@army.mil and kathleen.m.ward20.civ@army.mil. This is for information only which may be used for planning purposes and should not be construed as a Request for Quote or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this request or otherwise pay for the information requested. ACC-RI will only utilize the information you provide in developing its acquisition approach for future requirements. Please provide a capability statement to include information about your ability to perform this requirement, making sure to address the following areas: 1. Vendor Information: Provide your Size Standard, CAGE Code, and Unique Entity Identification (UEI). 2. Personnel Qualifications: Confirm that all employees providing direct services to families have a bachelor's degree in social work, psychology, human services, or family services and a minimum of two years' experience in working with parents, children, and families? 3. Personnel Certification: Confirm if employees and/or supervisors providing direct service are certified as a Parent Educator through a program such as Healthy Families or America, Parents as Teachers, or another reputable program. 4. Relevant Experience: Describe experience with the various elements listed in the Performance Work Statement.
Background The U.S. Army Contracting Command-Rock Island (ACC-RI) is issuing this Sources Sought Notice to identify potential qualified sources for Family Connection Services in support of the US Army Garrison-Rock Island Arsenal (USAG-RI). The Family Advocacy Program (FAP) aims to prevent child abuse and neglect, strengthen military families, and enhance their ability to adapt to military life. The contractor will provide direct group-based services to military families in the Quad City Area. Work Details The contractor shall provide direct in-person group-based services to military families, including: 1. Dissemination of parenting material; 2. Facilitation of a weekly playgroup lasting 120 minutes, including activities such as crafts and stories relevant to children aged 0-5; 3. Monthly fatherhood activities lasting approximately 120 minutes; 4. Monthly provision of parenting and family enrichment information on topics relevant to parents with children from birth through adolescence, utilizing various methods such as social media and newsletters; 5. Conducting at least one parenting class per quarter for eligible MWR patrons; 6. Monthly meetings with the Family Advocacy Program Manager (FAPM) to discuss program elements; 7. Recognition of Army observances during activities; 8. Submission of a written lesson plan six weeks prior to each month; 9. Submission of an After-Action Report by the 5th of the following month detailing activities and evaluations; 10. Establishment of measurable program outcome evaluations submitted quarterly; 11. Reporting any suspected incidents of abuse or concerns to the FAPM; 12. Familiarity with community resources for referrals; and 13. Submission of a needs assessment template every six months. Period of Performance The initial period of performance will be for 12 months starting from August 1, 2026, with four option years extending through July 31, 2031. Place of Performance The services will be performed within a 30-mile radius of Rock Island Arsenal, including various locations such as local parks and museums for group activities.
